About this opportunity
The Illinois Labor Relations Board (ILRB) is seeking a qualified vendor to provide court reporting services for administrative hearings conducted both in-person at the Board's Chicago office located at the Michael A. Bilandic Building, 160 N. LaSalle Street, Suite S-400, and remotely via meeting links provided by Board staff. The procurement requires the vendor to employ only Certified Shorthand Reporters licensed through the Illinois Department of Financial and Professional Regulation to deliver comprehensive court reporting services throughout the contract term from execution through June 30, 2027. The Board estimates service needs including approximately 20 in-person daily appearance fees, 200 hours of standard business hours services (Monday-Friday, 8:00 AM-6:00 PM), 30 hours of after-hours/weekend/holiday services, 8,500 transcript pages with a 14-day turnaround including postage and delivery, and six late cancellation flat fees for engagements cancelled less than 24 hours in advance. Vendors must submit separate quotes for five distinct line items covering daily sitting/appearance fees, standard hourly rates, after-hours/weekend/holiday hourly rates, per-page transcript pricing, and late cancellation fees. Quotes are due by Tuesday, May 12, 2026, at 4:00 PM, submitted either via BidBuy or email to ilrb.contracts@illinois.gov, and vendors must verify reporter licensure within three business days upon request. The Board will bear court reporting costs for the first two days of hearings, with parties sharing costs equally for additional days, while the Board covers transcript costs only for oral arguments it requests.
No specific set-aside designations or restrictions for disadvantaged enterprises, minority-owned businesses, or other designated contractor categories are identified in the available procurement documents. The documents do not reference any incumbent vendors or current contractors, nor do they identify existing infrastructure or technology platforms that require vendor integration beyond the standard use of Board-provided remote meeting links for virtual hearings. All vendors responding to this procurement must comply with the State of Illinois Standard Certifications (Version 26.2), which impose 34 mandatory compliance requirements covering eligibility, ethical conduct, legal standing, and operational standards, with recertification required by January 1 of each fiscal year for contracts exceeding one year in duration. Additionally, vendors must maintain General Commercial Liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, along with Workers' Compensation Insurance as required by law, and comply with all applicable federal, state, and local laws including prevailing wage requirements when applicable. The total contract value will not exceed $100,000 during its term, and the contract may be terminated with 30 days written notice if the State of Illinois executes a new Joint Purchase Master Contract for court reporting services prior to June 30, 2027.
