About this file
This is a Request for Quote issued by the Illinois Labor Relations Board for court reporting services. The Board requires certified shorthand reporters licensed through the Illinois Department of Financial and Professional Regulation to provide services for in-person and remote administrative hearings. In-person hearings will be conducted at the Board's Chicago office located at the Michael A. Bilandic Building, 160 N. LaSalle Street, Suite S-400. The contract term extends from the date of execution through June 30, 2027. Vendors must submit quotes by Tuesday, May 12, 2026, at 4:00 PM via BidBuy or email to ilrb.contracts@illinois.gov. The Board estimates approximately 20 in-person daily appearance fees, 200 hours of standard hourly rate services (Monday-Friday, 8:00 AM-6:00 PM), 30 hours of after-hours/weekend/holiday services, 8,500 transcript pages, and 6 late cancellation occurrences during the contract term.
Vendors must provide separate quotes for five line items: an appearance fee/sitting fee daily rate for in-person court reporting, hourly rates for standard business hours services, hourly rates for after-hours and weekend services, price per page for transcripts with 14-day turnaround including postage and delivery expenses, and a flat fee for late cancellations occurring less than 24 hours before scheduled engagement. The total contract value will not exceed $100,000 during its term. The Board will bear court reporting costs for the first two days of hearing; parties share equally any costs for additional hearing days. The Board covers transcript costs for oral arguments requested by the Board but not for those requested by parties. The contract may be terminated with 30 days written notice if a new State of Illinois Joint Purchase Master Contract for court reporting services is executed prior to June 30, 2027. Verification of reporter licensure must be provided within 3 business days upon request.

INFORMATION REGARDING THE ILLINOIS LABOR RELATIONS BOARD’S ADMINISTRATIVE RULES ON COURT REPORTING
The Board is responsible for covering court reporting costs for the first two days of hearing. If a hearing runs past two days (which is rare) then the parties to the case share the court reporting costs of any additional days of hearing. Further, if the Board requests oral arguments in a case, then the Board covers the costs, but not when oral argument is requested by either party. Below is an excerpt of the relevant section of the Board’s administrative rules:
Section 1200.50 Recording of Hearings
a) When a hearing is held by the Board or its Administrative Law Judge at which oral argument, testimony, or other oral presentation is offered, it shall be recorded by stenographic or other means that adequately preserves the record. The records shall be transcribed and made part of the administrative record.
b) Subject to appropriation, the Board will bear the costs charged by the stenographer or court reporting service for the first two days of hearing. The parties will share equally the costs of any additional days of hearing. When there is inadequate appropriation, the parties shall share equally all costs charged to the Board by the stenographer or court reporting service.
c) The Board will bear the costs of producing a transcript of oral arguments when oral argument is requested by the Board, but not when oral argument is requested by either party.
d) Parties may order transcripts and shall bear the costs of any transcripts that they order.
