About this opportunity
The Illinois Environmental Protection Agency is soliciting bids for a fully automated Biological Oxygen Demand (BOD) analyzer under CWA27200 by Small Purchase, with bids due November 4, 2026. No small, minority-, women-, disabled-, or veteran-owned set-asides were selected for this procurement.
The analyzer must perform BOD and Carbonaceous Biochemical Oxygen Demand (CBOD) analysis in compliance with Standard Method 5210B, including sample preparation, pH adjustment, dissolved oxygen reading, dilution water addition, and chemical, seed, and inhibitor additions. It must include a PC with a 25–27-inch monitor running Windows 11-compatible software that integrates with Clinisys Element LIMS, and hold a minimum of 54 sample bottles of 300 mL each. Installation and full functionality are required at the Illinois EPA Laboratory in Springfield (825 N. The vendor must provide a one-year warranty covering repair parts and technical support by phone and on-site during business hours (7:30 a.m. to 4:00 p.m. CST), plus three years of post-warranty coverage for repairs and labor. Vendors must price both the analyzer and the three-year service contract to be responsive. No subcontractors are permitted.
The initial contract term is three years, with a maximum total term of ten years. Pricing is firm, and the total contract amount will be specified in the BidBuy Purchase Order. The contract may be partially or fully funded with federal funds, with the percentage and amount provided in the notice of intent to award. Required insurance includes general commercial liability of $1,000,000 per occurrence and $2,000,000 annual aggregate, auto liability of $1,000,000 per occurrence, and workers' compensation as required by law. Awards of $1,000 or more carry a $15 Minority Contractor Initiative fee deducted from the first payment. Vendors must also acknowledge the Standard Illinois Certifications and Standard Terms and Conditions, which apply to all state contracts and any renewal periods.
