About this opportunity
The City of Philadelphia is requesting quotes on institutional mortise electric locks under a micro purchase firm limit contract, with quotes due September 29, 2026.
The scope consists of Southern Steel 10600 series institutional mortise locks for minimum and medium security areas, available in multiple models (10601–10609) with variations in lever operation, key access, and locking mechanisms. Locks are offered in fail-secure (E suffix) and fail-safe (EP suffix) configurations and require 204E power transfer hinges for operation. Sellers must quote all items to be eligible for award. The City will award as a whole or by line item, whichever serves its best interest, to the lowest responsive and responsible bidder.
The maximum contract amount is $45,000, adjusted annually by the percentage increase in CPI-U from January 1, 2020, to the most recently published CPI-U and rounded to the nearest $1,000. The contract term is 365 days from the Effective Date of the Purchase Order. All prices must be net and exclusive of taxes, FOB Destination Point, with validity of 60 days from the submission date. The City is exempt from federal excise, transportation, and Pennsylvania Sales and Use taxes.
Vendors must submit an executed Consent and Authorization Agreement and electronically completed quotations through PHLContracts; late quotes will not be accepted except at the Procurement Commissioner's discretion. Required insurance includes Workers' Compensation at statutory limits, General Liability of $500,000 per occurrence, and Automobile Liability of $300,000 per occurrence. An optional LGBTQ Applicant Data Form is available for voluntary submission to support the City's diversity, equity, and inclusion procurement activities. All quotes are subject to Philadelphia's nondiscrimination, ethics, and tax requirements and are governed by Pennsylvania law.
