About this opportunity

The South Dakota Department of Education is requesting proposals for a modern website design and functionality to replace the legacy platform supporting sdhspress.com under RFP 26RFP19895, with proposals due August 25, 2026. The solution must improve accessibility, usability, content management efficiency, integration capabilities, brand cohesion, and technical compliance.

Vendors must comply with South Dakota's Information Technology Security Policy and comprehensive IT security requirements including cyber liability insurance with $1 million minimum limits; mandatory federal fingerprint-based background checks for personnel accessing source code or protected data; security incident notification within 12 hours of discovery; annual risk assessments; AES-256 encryption with SHA-256 hashing; multifactor authentication for hosted systems; data sanitization per NIST 800-88 standards; and restriction of services and data storage to continental United States locations only. The contract requires Web Content Accessibility Guidelines 2.1 Level AA compliance. Vendors must integrate with the State's standard identity management single sign-on service using OpenID Connect or OAuth protocols and undergo annual Web Application Vulnerability Scans compliant with OWASP Top 10 standards.

The questionnaire specifies technical compliance for on-premises deployments: Windows Server 2022, IIS, MS SQL Server 2016 Standard Edition, and VMware 7. The State reserves the right to conduct security scanning, penetration testing, and audits; reject or remove vendor personnel deemed security risks; and deny access to or remove applications from production without additional fees if standards are not met. All work product becomes State property. Vendors must maintain documentation for five years following completion and are subject to audit by State or federal authorities.

The RFP document does not specify contract value or term, but indicates the contract may be renewed at the State's initiative for additional one-year terms. Submission of a Substitute W-9 form, contractor security acknowledgement, and responses to the Security and Vendor Questionnaire (Exhibit E) are mandatory. Written questions are due to Rochelle.kenzy@state.sd.us with subject line "RFP# 26RFP19895" by the deadline in the RFP schedule. Questions and answers will be distributed to all offerors that submitted Letters of Intent or requested the Q&A materials prior to proposal submission.
