About this opportunity
The South Dakota Department of Social Services (DSS), Division of Behavioral Health is soliciting proposals to establish a Central Prevention Resource Center (CPRC) serving a 15-county catchment area including Corson, Dewey, Ziebach, Sully, Haakon, Stanley, Hughes, Jones, Jackson, Lyman, Mellette, Bennett, Todd, Tripp, and Gregory counties. The primary objective is to create a regional prevention support center that will provide resource materials, evidence-based programming, training, and technical assistance to students, parents, educators, community groups, law enforcement, and other interested entities. Key deliverables include maintaining a comprehensive resource library with videos, books, and curricula, implementing universal prevention interventions, and providing targeted training throughout the designated region. The RFP (RFP11660) requires offerors to submit detailed proposals demonstrating capability to deliver these services using the Strategic Prevention Framework model. Proposals are due by December 4, 2024, at 5:00 PM CST, with the initial contract term running from March 1, 2025, to May 31, 2025, and a potential follow-up term from June 1, 2025, to May 31, 2026. Potential offerors may submit inquiries to Kirsten.Blachford@state.sd.us with the subject line "RFP11660" until a specified deadline, with responses posted on the state's e-procurement system and DSS website.
The RFP does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. The contract has a total available funding of $185,947 for the first year, with potential for two additional one-year renewals. Successful offerors must obtain accreditation from the DSS Office of Licensing and Accreditation and comply with all applicable state and federal regulations. The CPRC will be expected to develop local prevention coalitions and serve as the primary direct prevention service provider in the region until such coalitions are established. While no incumbent vendors are explicitly mentioned, the DSS will provide training and technical assistance to guide the selected organization through the Strategic Prevention Framework process. The contract requires comprehensive reporting, including needs assessments, capacity building, strategic planning, program implementation, and ongoing monitoring and evaluation of program effectiveness. Offerors must submit detailed budget proposals and justifications using the provided template, with the state reserving the right to negotiate final contract terms with the selected provider.
