About this opportunity

The U.S. Department of Defense Air Force Life Cycle Management Center (AFLCMC) is seeking sources for engineering services supporting B-52H Stratofortress sustainment beginning January 1, 2028, with responses due November 6, 2026. The acquisition strategy has not yet been determined; market research will establish whether the requirement will proceed as full and open competition, a small business set-aside, or sole source.

Services encompass engineering design, engineering support, and technical support for 76 B-52H aircraft and associated components across four USAF operational bases: Tinker Air Force Base (Oklahoma), Edwards Air Force Base (California), Minot Air Force Base (North Dakota), and Barksdale Air Force Base (Louisiana), with additional support at the Boeing facility in Oklahoma City. Recurring services include program management and integration, configuration management, aircraft structural integrity program support, ground and flight test engineering support, programmed depot maintenance repair development, and field service representative support. Non-recurring services encompass performance work statement development, expedited acquisition process support, system engineering, diminishing manufacturing sources analysis, and integrated logistics support.

Respondents must register in SAM and maintain NAICS code 541330 (Engineering Services) with a $25.5 million size standard. Personnel and facilities will require security clearances up to the Secret level, with access to special access information and classified material anticipated. Prospective contractors should detail experience with B-52H programs, capability to access B-52H intellectual property rights from Boeing, teaming or subcontracting arrangements with prior experience, and anticipated percentage of effort to be subcontracted. If a small business set-aside is selected, small business prime contractors must be capable of performing at least 50 percent of the effort.

The original estimated contract value for B-52H sustainment was $1.15 billion over ten years (2019-2028). Responses are limited to 20 pages and should be directed to Mr. Kurt McKay at AFLCMC/WBK, Tinker Air Force Base, Oklahoma 73145.
