About this file

This Sources Sought Synopsis issued by the U.S. Department of Defense Air Force Life Cycle Management Center (AFLCMC) seeks contractors to provide engineering services for B-52H Stratofortress aircraft beginning January 1, 2029. The solicitation requests engineering design, engineering support, and technical support services critical to the maintenance and operational readiness of 76 B-52H aircraft and associated components and equipment. Services will be delivered at four USAF operational bases: Tinker Air Force Base (Oklahoma), Edwards Air Force Base (California), Minot Air Force Base (North Dakota), and Barksdale Air Force Base (Louisiana), with additional support provided at the Boeing facility in Oklahoma City. Required recurring services include program management and integration, configuration management, aircraft structural integrity program support, ground and flight test engineering support, programmed depot maintenance repair development, and field service representative support. Non-recurring engineering services encompass performance work statement development, expedited acquisition process support, system engineering, diminishing manufacturing sources analysis, and integrated logistics support. Responses are limited to 20 pages and must be submitted by November 6, 2026, to Mr. Kurt McKay at AFLCMC/WBK, Tinker Air Force Base, Oklahoma 73145.

Respondents must identify their business classification (large business, small business, small disadvantaged business, woman-owned small business, service-disabled veteran-owned small business, HUBZone small business, or 8(a)-certified), register in the System for Award Management (SAM), and maintain NAICS code 541330 with a $25.5 million size standard. The acquisition strategy has not been determined; however, market research will determine whether the requirement will be full and open competition, a small business set-aside, or sole source. If a small business set-aside is selected, small business prime contractors must be capable of performing at least 50 percent of the effort. Prospective contractors should provide details on their experience with B-52H programs, capability to access B-52H intellectual property rights from Boeing, teaming or subcontracting arrangements with prior teaming experience, and their anticipated percentage of effort to be subcontracted. Personnel and facilities will require security clearances up to the Secret level, with access to special access information and classified material anticipated. The original estimated contract value for B-52H sustainment was $1.15 billion over ten years (2019-2028).

THIS IS NOT A REQUEST FOR

PROPOSAL/QUOTE. This synopsis is not to be construed as a commitment on the part of the Government to award a contract nor does the Government intend to directly pay for any information or responses submitted as a result of this solicitation. This is a Sources Sought Synopsis; there is no solici-tation available at this time. This Sources Sought Synopsis is published for market re-search purposes only. Companies may be contacted if further information is needed.

This announcement constitutes a Sources Sought Synopsis to seek a contractor for fu-ture work pertaining to the B-52H engineer-ing services starting 01 January 2028.

The Boeing B-52H Stratofortress is an American long-range subsonic jet-powered strategic bomber. The B-52 was designed and built by Boeing, which has continued to provide support and up-grades. It has been operated by the United States Air Force (USAF) since 1955 and was flown by NASA from 1959 to 2007. The bomber can carry up to 70,000 pounds (32,000 kg) of weapons and has a typical combat range of around 8,800 miles (14,200 km) without aerial refueling.

The sustainment of the B-52H currently in-cludes the delivery of engineering design, engineering support, and technical support services crucial for the ongoing mainte-nance and operational readiness of the B- 52H aircraft, including its components and associated support and test equipment.

The original estimated minimum/maximum amount for the B-52H sustainment con-tracts was $1.15B over ten (10) years (2019- 2028) for engineering services

Contract efforts are subject to Federal Acquisition Regulation (FAR) 52.232-18 availability of funds. The sustainment con-tracts currently contain multiple contract types at the contract line-item level (e.g.

firm fixed price, cost plus incentive fee, cost plus fixed fee, etc.)

This Sources Sought Synopsis only ad-dresses the B-52H engineering services re-quirements starting 01 January 2029.

The contractor will be required to pro-vide engineering support services that provide technical information and logis-tics resources to enable maintenance and operational readiness of 76 B-52H aircraft. Engineering services will be re-quired at the following USAF opera-tional bases: Tinker AFB, Oklahoma;

Edwards AFB, California; Minot AFB, North Dakota, and Barksdale AFB, Louisiana. Additionally, the contractor shall provide engineering support at the Boeing facility Oklahoma City, Oklahoma, to reflect field service repre-sentative (FSR) support.

The contractor will be required to perform the following recurring engineering services:

- Program Management and Integration

- Principal Point of Contact

- Platform Website

- Meetings, briefings, conferences, reviews, and Technical Interchange Meeting (TIMs)

- Structures Working Group

- Government Property and Material Management

- Unique Identifier (UID) Requirements

- Configuration Management

- Data management, automation and Contract data Requirements Delivery (CDRL) and CDRL Quality

- Specialized Engineering Support

- System Integration Lab (SIL)

- Ground and Flight Test Engineering Support

- Drawing Cleanup and Procurement Ready Drawing

- Programmed Depot Maintenance (PDM) Repair Development

- Voluntary Protection Program

- Field Services Representative (FSR)

The contractor will be required to perform the following Non-recurring Engineering (NRE) services support:

- Performance Work Statement (PWS) and Statement of Work (SOW)

- Expedited Acquisitioin Process (EAP) and Engineering Projects (EP)

- Interim Contractor Support (ICS)

- Over & Above (O&A)

- Travel

- Material

- Data Requirements

- Meetings, briefings, conferences, reviews, and Technical Interchange Meeting (TIMs)

- Associate Contractors and Proprietary Information Agreements (PIA)

- Quality Assurance and Quality Management System

- Safety

- System Engineering

- Diminishing Manufacturing Sources (DMS)

- Earned Value management (EVM)s

- Integrated Logistics Support (ILS)

It is critical that respondents include the degree to which they will require access to B-52H rights and the degree to which they have or are able to obtain B-52H rights from Boeing.

The capabilities package should be brief and concise yet clearly demonstrate an ability to meet the stated requirements.

Recent, relevant experience should be pro-vided for each area. If a company is capable of some, but not all of the consolidated re-quirements stated in this Sources Sought Synopsis, please provide a response that explains the requirements for which you are capable. Teaming and/or subcontracting ar-rangements should be clearly delineated and previous experience in teaming must be provided.

The North American Industry Classification System (NAICS) code for this action is 541330, size standard is $25.5 million. Firms responding to this announcement should indicate whether they are a large business, other than small business, small business, small disadvantaged business (SDB), woman-owned small business (WOSB), eco-nomically disadvantaged women-owned small business (EDWOSB), 8(a)-certified business, service-disabled veteran-owned small business (SDVOSB), veteran-owned small business (VOSB), or Historically Underutilized Business Zone small business (HUBZone). All prospective contractors shall be registered in the System for Award

Management (SAM) database to be awarded a DoD contract. Note that the NAICS code for this requirement, if applica-ble to the company's capabilities, should be included in the company's NAICS code list-ing in SAM (www.sam.gov).

The acquisition strategy has not yet been determined. Market research results will as-sist the Air Force in determining whether this requirement will be a full and open, a small business (or other socioeconomic) set aside, or a sole source acquisition.

Note that, if there is sufficient demon-strated interest and capability among small business contractors, a key factor in deter-mining if an acquisition will be a Small Business Set-Aside is that two or more po-tential small business prime contractors must be capable of performing at least 50% of the effort, as defined in FAR clause 52.219-14, Limitations on Subcontracting. If it is determined that a small business set-aside is appropriate and your company an-ticipates submitting a proposal as the prime contractor for a small business set-aside, please provide specific details and rationale as to how compliance with FAR clause 52.219-14 would be achieved, in-cluding specific details regarding teaming arrangements, etc. If subcontracts are to be used, provide anticipated percentage of ef-fort to be subcontracted and whether small or large businesses will be used. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided.

It is anticipated that appropriate security classifications for personnel and facilities will be required up to the Secret level in sat-isfying these performance requirements. It is also anticipated that the contractor will require access to special access informa-tion, receive and generate classified mate-rial and fabricate, modify or store classified hardware. Appropriate security require-ments will be required before contract award.
