About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Department of Labor - Fiscal Management, issued Request for Bid 758 2100000042 to procure sound measurement equipment for Elliott County. The procurement seeks 50 Sound Examiner SE-402 Sound Level Meters (TSI QUEST Product Number SE-402-AC3) and 4 Edge 5 Noise Dosimeter and Calibrator kits (TSI QUEST Product Number 5EG5-D-AC3 with AC-300 calibrator), with each Sound Examiner including a Class 2 microphone, USB cable, USB power supply, windscreen, calibrator adaptor, and storage case, and each Edge 5 kit containing five dosimeters, microphones, calibrator, docking station, windscreens, cables, power supply, and storage case. All equipment must be compatible with existing infrastructure, with no substitutions permitted. The RFB was released on July 27, 2020, with written questions due by August 3, 2020, at 10:00 a.m. ET and bid closing on August 10, 2020, at 1:30 p.m. ET. All bids must be submitted electronically through the Kentucky eProcurement system; paper bids are not acceptable. Required delivery is by October 1, 2020, to the Labor - Fiscal Management office at 500 Mero Street, 3rd Floor, Frankfort, Kentucky 40601. Award will be made on a best value basis using two evaluation criteria: Price (90 points) and Delivery (10 points), with the lowest-priced bidder receiving maximum points and delivery points awarded for performance sooner than the October 1, 2020 deadline; late delivery incurs a one percent per day penalty.
Reciprocal preference applies to Kentucky resident bidders as defined under Kentucky Revised Statutes 45A.490-494, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and nonprofits serving individuals with severe disabilities receive statutory preferences of 20 percent and 15 percent respectively of maximum points. All bidders must submit required affidavits, Revenue Form 10A100, certificates of authority for foreign entities, EEO forms if applicable, and sign the face of the solicitation confirming understanding of all terms and conditions. Proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date, with all quotations submitted F.O.B. Destination Freight Prepaid and Allowed, with vendors fully responsible for freight charges. Prices must exclude Federal Excise Tax and Kentucky Sales or Use Tax. The Commonwealth reserves the right to cancel the RFB if responses exceed available funding and may consider past vendor performance within the last 12 months in award determination, potentially deeming vendors with poor performance records as non-responsible. No specific budget range or award value is disclosed in the solicitation documents.
