About this opportunity

The City of Philadelphia is soliciting quotes for a sound level meter, digital light meter, GFCI receptacle tester, and standard laser distance meter as a micro purchase, with quotes due June 5, 2026. The award will go to the lowest responsive and responsible bidder; sellers must quote all items to be eligible for consideration.

The City reserves the right to award as a whole or by line item, whichever serves its best interest, and may accept quotes from multiple sellers or on select items without accepting all items quoted. Item specifications are provided as examples in the solicitation package; the digital light meter is referenced as the LT65 Foot Candel/Lux model and the GFCI receptacle tester as the RT250 model with LCD screen.

The total contract amount may not exceed $43,000, subject to annual CPI-U adjustment from January 1, 2020, rounded to the nearest $1,000. The contract term is 365 days from the effective date, commencing upon issuance of a Purchase Order and terminating automatically at midnight on the final day. All products must be delivered FOB Destination Point at quoted prices, which are exclusive of taxes; the City is exempt from federal excise, transportation, and Pennsylvania sales and use taxes. Payment is due following delivery and City approval, and all payments are processed through electronic deposit.

Quoted prices must remain valid for 60 days from submission. Sellers must maintain workers' compensation insurance at statutory limits, general liability of $500,000 per occurrence, and automobile liability of $300,000 per occurrence, naming the City as additional insured. Sellers must certify they are not indebted to the City for delinquent taxes, liens, judgments, or fees.

The solicitation includes an optional LGBTQ Applicant Data Form requesting self-identification and certification status through the National LGBT Chamber of Commerce or Philadelphia affiliate Independence Business Alliance, as well as disclosure of secondary certifications such as MBE, WBE, or DBE credentials. A Local Business Entity certification question is mandatory on submission. Quotes must be submitted electronically through PHLContracts at www.PHLContracts.phila.gov and must be executed by individuals with legal authority to bind the company.
