About this opportunity
The City of Santa Cruz is seeking a prime contractor to modernize two hydraulic passenger elevators located at 601 Front Street and 1050 Cedar Street through a public works contract. The project involves comprehensive electrical, fire, and life safety equipment upgrades, requiring a California Contractor's C-11 license. Key deliverables include modernizing electrical services, replacing control systems, upgrading fire life safety controls, and performing cab interior improvements. The procurement process requires a mandatory pre-bid conference on November 5, 2025, at 9:00 AM, with bid questions due by November 12, 2025, and sealed bids to be submitted by December 4, 2025, at 2:00 PM. Bidders must provide detailed documentation including a bid bond of 10% of their total bid amount, and the project has a strict completion timeline with liquidated damages of $6,700 per calendar day of delay. The contract is anticipated to be a one-year agreement with options for two one-year extensions, and contractors will be evaluated on their technical capabilities, local hiring commitments, and compliance with prevailing wage requirements.
The procurement opportunity includes provisions encouraging local hiring, with contractors expected to make good faith efforts to employ qualified Santa Cruz County residents. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the bid requires contractors to be registered with the California Department of Industrial Relations and provide a CARB Certificate of Reported Compliance. The project includes a comprehensive maintenance framework, with an interim maintenance period from contract award until Substantial Completion, followed by a one-year warranty maintenance period. Although the total contract value is not explicitly stated, the technical specifications indicate a $50,000 per elevator net allowance for car enclosure upgrades. The contract will be funded by the City of Santa Cruz and includes potential for a three-year maintenance contract after initial project completion. Contractors must demonstrate capabilities in elevator modernization, electrical systems integration, and compliance with California building codes and ASME A17.1 standards.
