About this opportunity
The Maryland Department of Transportation State Highway Administration (MDOT/SHA) is requesting bids on plumbing maintenance services for Somerset County under IFB SOPLUM30SB, with bids due August 18, 2026 at 1:00 p.m. local time. This is a small business reserve (SBR) procurement limited to businesses certified by the Department of Social and Economic Mobility's Office of Small, Minority & Women Business Affairs — a hard eligibility filter.
Work encompasses routine and emergency plumbing repair, installation, maintenance, and remodeling at two locations: the Princess Anne Maintenance Shop and the Princess Anne Visitor Center. Scope includes water, sewer, and drain lines; bathroom and kitchen fixtures; hot water heaters; well pumps; gas pipes; and backflow preventers. Services must be available Monday through Friday, 7:00 a.m. to 3:30 p.m., with 24-hour emergency availability, two-hour emergency response, and 48-hour routine response times.
The contract term is three years on a firm fixed-price basis with no renewal options. Bidders must submit hourly rates for master/journeyman and helper/apprentice plumbers (both routine and emergency/overtime work), daily trip charges, and itemized materials at MSRP or retail price up to $4,000 per occurrence. Estimated quantities include 150 hours routine master/journeyman, 100 hours routine helper/apprentice, 10 hours emergency/overtime master/journeyman, 10 hours emergency/overtime helper/apprentice, and 20 daily trips.
Required qualifications: three years of commercial plumbing experience, Maryland SDAT business registration, at least one licensed master plumber on staff, and all technicians holding Maryland state licensing. Vendors must maintain their own labor and equipment. Commercial general liability insurance must be $1,000,000 combined single limit per occurrence and $3,000,000 annual aggregate; workers' compensation insurance of $1,000,000 per occurrence; and commercial truck insurance meeting Maryland minimums.
Questions are due August 12, 2026 at 1:00 p.m. Site visits may be scheduled by contacting Procurement Officer Designee Adam Merritt no later than August 12, 2026. Public bid opening occurs at the Princess Anne Maintenance Shop on August 18, 2026 at 1:00 p.m. The anticipated Notice to Proceed is September 2026. This contract contains no federal funding and establishes no MBE or VSBE subcontracting goals.
