About this opportunity

Brevard County is conducting a sole source procurement (ID #4710512) for odor mitigation services related to the Save Our Indian River Lagoon Grand Canal Muck Removal Project. The Natural Resources department seeks to utilize Odor Control Company's proprietary WindScent system to neutralize hydrogen sulfide (H2S) odors generated during dredge material processing at the Dredge Material Management Area (DMMA). The specific deliverable includes odor-neutralizing granules placed in specialized sleeves and hung along fence lines near residential areas during active muck removal operations. The procurement is designed to provide a passive, non-chemical odor control solution that does not introduce environmental contaminants or alter dredged material composition. The solicitation is posted from May 12, 2025, at 12:00 pm until May 15, 2025, at 12:00 pm on the Vendor Link platform, with an opportunity for alternative vendors to submit technical data demonstrating equivalent or superior solutions.

The procurement appears to be unrestricted in terms of vendor classifications, with an open invitation for vendors to propose alternative solutions that meet or exceed the specified requirements. The county reserves the right to cancel the sole source notice and issue a formal solicitation if alternative solutions are deemed viable. The annual contract value is approximately $10,000, with Odor Control Company currently positioned as the sole identified vendor offering a specialized, non-invasive odor mitigation approach. The WindScent system is unique in its approach, as alternative vendors primarily offer liquid-based products requiring chemical misting or injection, which are deemed less environmentally sensitive. The justification for sole source procurement includes exemptions such as being the original manufacturer with no regional distributors and offering a solution specifically tailored to the department's specialized needs.

Opportunity text

The proposed product will be used to mitigate hydrogen sulfide (H₂S) odors at the Dredge Material Management Area (DMMA) for the Save Our Indian River Lagoon Grand Canal Muck Removal Project. Hydrogen sulfide is a natural byproduct of decomposing organic material, or "muck," that accumulates in the lagoon. When muck is dredged and processed at the DMMA, it can release temporary odors, commonly described as a "rotten egg" smell. Odor Control Company, Inc. will provide odor-neutralizing granules designed for use in their proprietary WindScent™ sleeves. The granules will be placed inside the sleeves, which will then be hung along the fence line adjacent to residential areas to help control odor at the site during active muck processing. This passive odor control approach does not introduce chemicals into the environment or the dredged material.
