About this opportunity

The City of Fort Myers, located in Lee County, Florida, is pursuing a sole source procurement for a Submersible Turbine Pump manufactured by Xylem/Goulds Water Technology, specifically the Model 11CSLC-2 Stage. The procurement is being processed under Florida State Statute 287.057(3)(c), which allows for a non-competitive acquisition when only one source can provide the required product. The pump is intended as a backup well pump for the city's Water and Wastewater Treatment Facilities, with detailed specifications including an 8" discharge, 8" motor adapter, Franklin Motor with 125 HP, 3525 RPM, and 316 stainless steel construction. The procurement timeline indicates the notice was posted on October 2, 2024, with a response deadline of October 23, 2024, at 4:00 p.m. ET. Potential alternative suppliers are invited to submit product information, statements of qualifications, and capabilities via email to the procurement representative (rtheriot@cityftmyers.com) during a 15-calendar-day notice period. The procurement approach is designated as a NO VALUE method, meaning no formal bidding process will occur.

The solicitation does not specify explicit set-aside designations or restrictions on responding organizations. Hudson Pump & Equipment, a Division of Tencarva Machinery Company, has been identified as the exclusive municipal representative for ITT Industrial Process products in Florida, which includes Goulds Pumps. The total cost of the pump is $77,985.00, with an anticipated delivery timeframe of 10-14 weeks and quote validity of 60 days. The city currently utilizes Xylem/Goulds brand pumps as their primary well pump brand across all city wells, which serves as the primary justification for the sole source procurement. Supporting documentation includes an official notice from ITT Goulds Pumps confirming Hudson Pump's exclusive municipal representation. The procurement is being handled by the City of Fort Myers Public Utilities Department, with Denise Finn serving as the Procurement Manager and Richard Moulton as the Public Utilities Director. Any potential suppliers believing they can provide equivalent products are encouraged to submit their capabilities for consideration before the stated deadline.
