About this opportunity

The University of Wyoming is pursuing a sole source procurement for TimeClock Plus, seeking to acquire approximately 2,000 Professional Annual Clockable Employee Licenses with accompanying hardware support and maintenance for a five-year term. This procurement is specific to Albany County and will leverage an existing software solution that has been in place since 2003, with further integration occurring during the university's Oracle ERP implementation in 2016. Interested parties must submit a Statement of Capabilities electronically through BidNet's portal by 2:00 PM Mountain Daylight Time on May 9, 2024, with the university retaining sole discretion in reviewing responses. The notification emphasizes that this is an informational notice and not a competitive quote request, with the university reserving the right to determine the final procurement approach. Potential respondents must clearly mark and separately package any confidential or proprietary information for consideration. The university has determined that implementing a new solution would require substantial resources, staff time, and financial investment that are currently unavailable.

The procurement does not explicitly indicate specific set-aside designations or restrictions on responding organizations. TimeClock Plus, LLC is the incumbent vendor and current technology provider, with an established relationship spanning over two decades. The current system is deeply integrated with the university's Oracle ERP infrastructure, which further supports the sole source justification. While no specific award value or budget range is disclosed in the documentation, the procurement involves licensing for approximately 2,000 employees and a comprehensive five-year maintenance package. The university's procurement approach suggests a preference for maintaining continuity with an existing technological solution that has proven effective and meets current organizational needs. No disadvantaged enterprise provisions or specific vendor diversity requirements are outlined in the provided documentation.

The University of Wyoming (the University) intends to issue a sole source purchase order(s) to TimeClock Plus, LLC for the purchase of a professional license, hardware support and maintenance, described herein for a five (5) year term. Any purchase order(s) resulting from this proposed sole source will be governed by the University of Wyoming's Terms and Conditions. The University has been a customer of TimeClock Plus since 2003. In 2016 when the Oracle ERP system was implemented a review and consolidation of the multiple solutions, we had in place was conducted, and TimeClock Plus was chosen based on feature and functionality and integration with Oracle. This solution continues to meet the needs of the University. As this is a legacy system for the University, implementing a new solution at this time would be a substantial undertaking, including the need for significant resources including staff time and financial resources that are currently not available.
