About this opportunity

The City of Roswell, Georgia is requesting quotes for purchase, delivery, and installation of solar street lights along Scott Road under ITB #22-192-J, with responses due July 11, 2022 at 2:00 p.m. This is a locally funded project with no set-aside or preference program.

The scope spans a minimum between Eves Road and Old Scott Road, with a maximum extent from Hillside Elementary School's western driveway to approximately 400 feet east of Musket Entry. The system must operate for 14 hours during dusk-dawn illumination periods under winter conditions, provide a minimum 42-hour backup capability without solar input, and offer adjustable lighting output to 50% intensity. Bidders may substitute battery systems (such as nickel metal hydride batteries with 12-year lifespans) for lead acid batteries, adjust fixture mounting heights to achieve proper light levels, and vary spacing from the specified 125 feet with an approved lighting plan. Lighting design must comply with the City of Roswell Design Guidelines. The warranty requirement is eight years (parts only, excluding batteries) on the system and 15 years on solar panels, both non-prorated and full coverage.

The contractor must obtain right-of-way permits; associated fees are waived by the City. Construction performance is allotted 60 calendar days. A Bid Bond equal to 5% of the base bid is required, along with 100% Payment and Performance bonds from the successful contractor.

The award was made to Inergy Solutions, Inc. at $208,520 on July 25, 2022, contingent on City Council approval. The evaluation committee recommended Inergy Solutions over two other bidders, GTG Traffic Solutions and Reedwick, LLC, as the lowest responsive bid. Questions were due June 23, 2022 at 5:00 p.m. No pre-bid conference was scheduled.
