About this file
This is Addendum #1 to an Invitation to Bid (ITB #22-192-J) issued by the City of Roswell, Georgia, for solar street light installation along Scott Road. The project scope includes purchase, delivery, and installation of solar lights along a minimum stretch between Eves Road and Old Scott Road, with a maximum extent between Hillside Elementary School's western driveway to approximately 400 feet east of Musket Entry. The system must operate for 14 hours during dusk-dawn illumination periods under winter conditions with a minimum 42-hour backup capability without solar input, and lighting output must be adjustable to 50% intensity. The addendum clarifies that bidders may substitute battery systems (such as nickel metal hydride batteries with 12-year lifespans) for the originally specified lead acid batteries, adjust fixture mounting heights to meet proper light levels, vary spacing from the specified 125 feet with an approved lighting plan, and use breakaway poles or bases. The deadline for questions was June 23, 2022, and ITB responses were due by July 11, 2022, at 2:00 PM. No pre-bid conference was scheduled. The project allows for 60 calendar days of performance, with right-of-way permits to be obtained by the contractor with waived fees.
The warranty requirement is a full, non-prorated warranty covering parts only for eight years on the system (excluding batteries) and fifteen years for solar panels. Bidders must provide a Bid Bond equal to 5% of the base bid, and the successful contractor must furnish 100% Payment and Performance bonds. The project is locally funded by the City of Roswell. Lighting design must comply with the City of Roswell Design Guidelines referenced in the official documentation. The addendum addresses 15 questions from prospective bidders, establishing that the example product referenced in the bid specifications demonstrates the minimum system capabilities required and that all proposed systems must meet the roadway lighting level requirements, operational profile requirements, and fixture output specifications within the demonstrated system's capabilities.

ADDENDUM NUMBER 1
Invitation to Bid ITB # 22-192-J Solar Street Lights Installation
Date: June 24, 2022
To All Prospective Bidders:
In reference to the ITB listed above, the following questions are hereby incorporated into the Invitation to Bid:
Questions and answers prior to deadline:
1. Specified on the project are lead acid batteries, not frequently used any longer due to their short lifespan of 4-5 years, which is shortened further in high heat climates such as Georgia. Would we be allowed to bid with a nickel metal hydride battery system (NiMH) that lasts 12 years between maintenance cycles?
Answer: Yes this would be allowed.
2. Would mounting heights of fixtures be adjustable to ensure proper light levels are met?
Answer: Yes
3. Our lights provide at minimum 5 nights backup based on winter lengths to provide a 5-7 year maintenance schedule. Would this variation be acceptable?
Answer: Eight years is for the system, excluding the batteries, and fifteen years is for the solar panels only. The City does not want to deviate with that much gap in warranty.
4. 125’ spacing is on the bid; would a different spacing be accepted to ensure proper light levels are met?
Answer: Yes, it would have to provide a lighting plan and it is approved by staff.
5. Are breakaway base poles required for this installation? Please specify.
Answer: Poles or bases shall be breakaway.
6. What are the light level requirements of the walkway? Specify lumens, or leave to bidder to decide?
Answer: Light levels are designed for the roadway.

7. What are the operational requirements for this project? Dusk-dawn (14 hours) illumination time during winter conditions with a minimum 42 hours without solar input.
a. How many hours at full intensity? 14 hours
b. How many hours of reduced intensity? No minimum
c. Is motion allowed? NO
d. What are acceptable reduced intensity levels? i.e.-50% output, 35% output, etc.
Answer: 50% output adjustable with software
8. Lighting street also? Specific areas involved. The bid states “street lighting” and refers to pedestrian areas. Please clarify exactly what that means (are we lighting the street in addition to walkway, or just walkway?)
Answer: We are lighting the roadway with some light for the pedestrian area. See diagram below.
10. The specification does not say the solar panel size requirement, but it does say the fixture output requirement is 100W. The example product’s maximum solar panel size is 500W.
A 500W panel, in Roswell, GA, will provide enough energy to power the streetlight on Scott Rd at 80W all night full brightness (under the most optimal circumstances). What is the operating profile requirement for this project – all night full brightness, 6 hours full brightness dimmed in middle of night to 20% of full brightness, returning to full brightness 1 hour before sunrise, other? They system will have to be sized to meet both your road light level requirements, operating profile requirements, and also the fixture output requirement, and the requirements will have to be within the capabilities of the system.
Please advice on these details.
ITB# 22-192-J«NUMBER» Addendum #1 Page 3 of 4
Answer: The example system is for dusk-dawn illumination time during winter conditions.
This equates to 14 hours. This system will run for 3 nights without any solar input at 100W output. Yes the system will have to meet the minimal example capabilities.
11. Streets are usually designed to a certain light level requirement. Could you please share the city light level requirements for this roadway and is the requirement just for the one side of the road the lights will be on? Could you please share the design that meets these requirements?
Answer: see link:

Please find the City of Roswell Design Guidelines which you can find the lighting requirements.
12. The required warranty is 8 years. Is this warranty to be a full non-pro-rated warranty requirement, or a does Roswell accept a pro-rated warranty? If pro-rated is acceptable, what is the pro-ration term requirement?
Answer: Warranty to be full warranty
13. Is the warranty to cover parts and labor, or parts only?
Answer: Warranty covers parts only
14. Is the pole color black acceptable?
Answer: Yes
15. Could you please share the maximum size of the surrounding trees?
Answer: We do not have that data on hand.
All other terms, conditions, and deadlines remain the same.
