About this opportunity
The Kentucky Transportation Cabinet (KYTC) Division of Purchases is soliciting bids for a Master Agreement to supply solar highway lighting systems and related services on a federally funded project, with bids closing November 18, 2026 at 1:30 p.m. Eastern Time through the Kentucky eProcurement System. The project carries Federal Highway Administration funding and requires compliance with Build America Buy America (BABA) provisions and Buy America requirements for steel, iron, and manufactured products. Davis-Bacon Act wage determinations also apply. A Disadvantaged Business Enterprise goal of zero percent is established.
Line items include solar lighting retrofit systems with widespread optics in quantity tiers of 10 or fewer, 11 to 29, and 30 to 200 units; 20-foot and 25-foot poles with various arm configurations; decorative lighting heads; twin-arm commercial street-highway fixtures; remote monitoring systems; breakaway coupling kits; and installation services for direct burial and anchor base. Related services include mobilization-inspection, technician support for project design, and on-site lighting evaluation. The remote monitoring system must be compatible with KYTC's existing Fonroche Connect system. Batteries must meet NiMH or equivalent specifications.
Bidders must provide three references for road lighting projects from governmental entities and demonstrate capability to deliver 50 lights with poles within 30 calendar days of design approval. All lighting systems and batteries carry a warranty of at least eight years with 100 percent parts and labor coverage. Bidders must hold a certificate of insurance with minimum general liability of $1,000,000 and submit non-collusion, BABA, DBE participation, and equipment specification certifications before award.
The initial term begins at award and expires November 30, 2027, with four optional one-year renewals subject to written approval by both vendor and KYTC. Renewal price adjustments use the Consumer Price Index for All Urban Consumers (CPI-U) for the prior twelve months, capped at ten percent. Pricing is submitted on a unit-cost basis, F.O.B. Destination, freight prepaid and allowed. Award is tentatively scheduled for November 30, 2026.
