About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky State Fair Board, is requesting bids for Sodium Chloride Type 1 Grade 1 road salt under RFB 758 2700000125, with bids due October 5, 2026 at 1:30 PM ET and written questions due September 23, 2026 at 10:00 AM ET. Kentucky resident bidders are eligible for reciprocal preference against nonresident bidders, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and eligible nonprofits serving individuals with severe disabilities receive statutory preference points equal to 15–20 percent of maximum evaluation points.

The State Fair Board requires approximately 400 tons of sodium chloride to be delivered on an as-needed basis in minimum quantities of 40 tons or more to the Kentucky Fair & Exposition Center at 937 Phillips Lane, Louisville, Kentucky. Material must meet ASTM D632 specifications: free-flowing, usable condition with moisture content not exceeding two percent, treated with anti-caking agent, and free from lumps and foreign material. Orders are accepted within 10 percent variance. Product failing to meet specifications at delivery will be removed at the vendor's expense; however, if weather or operational needs necessitate substandard material, it may be accepted at a mutually negotiated reduced price.

The contract is a single-vendor Master Agreement for an initial one-year term with four optional two-year renewal periods subject to renegotiation and written approval by all parties. Pricing shall be quoted on an F.O.B. Destination Freight Prepaid and Allowed basis, inclusive of all shipping and delivery charges, and remain firm for twelve months from award; price increases thereafter require justification based on industry-wide changes and thirty days' written notice. Evaluation criteria allocate 90 points to price (lowest bidder receives maximum points) and 10 points to delivery time in working days (lowest delivery time receives maximum points). Vendors must submit bids electronically through the Commonwealth's eProcurement system and must be registered in the Vendor Self Service System prior to submission. All bidders must complete required affidavits and submit a Certificate of Insurance evidencing Commercial General Liability coverage of $1,000,000 per occurrence and $2,000,000 aggregate, plus Automobile Liability Insurance of $1,000,000 per occurrence if the vendor provides delivery. Domestic production is required. Payment is due within thirty working days of receipt and acceptance of goods. Late deliveries incur a one percent per day deduction from invoices.
