About this opportunity

Rowan University's Office of Contracting & Procurement is requesting proposals for snow removal services across five New Jersey campus locations in Stratford, Harrison, and Camden under RFP 27-07, with proposals due November 3, 2026 at 2:00 PM. Mandatory site visits are scheduled for early October 2026, questions are due October 20, and answers will be posted October 27.

The scope encompasses snow, ice, sleet, and hail removal from roadways, parking lots, building entrances, sidewalks, and salting operations, with on-call 24/7 emergency response requirements. The contractor must maintain telephone availability around the clock and respond on-site within 60 minutes of initial call. Building entrances and pathways must be cleared within one hour of arrival, with snow accumulation not to exceed one inch at entrances and exits during snow events. Snow depth triggering removal operations is determined by AccuWeather reporting for Stratford, Harrison, and Camden. The contractor must designate a supervisor to monitor campus conditions hourly and coordinate with the Director of Facilities at each site.

Pricing is submitted per-occurrence across seven distinct sites, broken down by snowfall range (0–2 inches, 2–5 inches, 6–8 inches, 8–11 inches, and per inch over 12 inches) with separate rates for parking lots, driveways, roads, sidewalks, and hourly rates for additional services. All prices cover three fiscal years (FY27, FY28, FY29) and must remain firm for the contract period. The contractor must furnish all equipment including front-end loaders, pickup trucks with plows and salt spreaders, and operators.

The contract term runs July 1, 2026 through June 30, 2027, with two possible one-year renewals through June 30, 2029. Contractors must demonstrate a minimum of five years of snow removal industry experience, maintain appropriate insurance, comply with New Jersey prevailing wage and non-discrimination requirements, and submit business registration, non-collusion affidavits, and proof of insurance prior to award. Evaluation criteria are personnel and staffing (0–25 points), references and experience (0–25 points), pricing (0–25 points), and emergency response time (0–25 points).
