About this opportunity

The Wyoming Department of Administration and Information, Purchasing Section, on behalf of the Wyoming Division of State Parks, Historic Sites and Trails, is requesting bids for snow removal services at the Ehlin Parking Area in Centennial, Albany County, with proposals due August 25, 2026 at 2:00 p.m. Mountain Time. The state offers preference to resident-certified bidders under W.S. 9-2-3204(b)(iv)(G); bidders must obtain a resident certification number by the bid due date.

The scope requires snow removal and plowing services for a snowmobile parking area from December 1, 2026 through March 31, 2027 (approximately 17 weeks). The contractor must supply a 92-horsepower skid steer with an 8-foot wide snowblower attachment and a minimum of one backup piece of equipment approved by the Field Operations Manager. Plowing is performed on an as-needed basis following major snow events and in advance of weekends and special events as directed by the Field Operations Manager. Bidders must demonstrate a minimum of five years of snow removal and plowing experience and maintain a base of operations within 30 miles of the parking area. All bidders must provide proof of equipment ownership or a purchase agreement contingent upon contract award, along with certification of equipment reliability, a sound operations plan, and a timely backup plan for equipment failure or operator absence. The contractor bears all operating costs including fuel, labor, insurance, routine equipment maintenance, equipment depreciation, and transportation.

The contract is awarded for a one-year period with an option to extend for up to four additional one-year periods by mutual written agreement at the Department's sole discretion. Payment is made solely on a per-plowing-hour-worked basis at the bidder's quoted hourly rate, with the lowest average bid price per hour serving as the primary award criterion. Tentative funding available for the 2026–2027 season is $27,000, with the final budget to be set by November 30, 2026. Questions are due August 18, 2026.
