The contract term runs October 1 through April 30 each winter season, renewable for up to four additional one-year terms subject to mutual agreement and fund availability.

Bidders submit hourly equipment rates and a seasonal guaranteed-availability payment, the latter serving as a minimum payment if total hourly billings fall below that amount. The contract is firm fixed-price with no price escalation. A bid guarantee of 10% of total bid price (not to exceed $20,000) is required. Upon award, bidders must provide performance and payment bonds equal to 100% of contract value. Insurance requirements include workers' compensation, general liability ($1,000,000/$2,000,000 combined single limit), and automobile liability ($1,000,000 per occurrence). Failure to respond within one hour of call-out triggers liquidated damages of $250 per occurrence plus reimbursement of replacement-service costs. Bids must include non-collusion affidavits, corporate disclosure statements, and stockholder certificates. The Borough will not pay New Jersey State Sales and Use Tax or service charges such as interest and late fees.
