About this opportunity

The County of Morris, located in New Jersey, is soliciting sealed bids (Bid #B25-99) for comprehensive snow plowing and salting services at various county facilities managed by the Department of Public Works, Division of Buildings & Grounds. The contract will cover snow removal and ice management for locations such as the County Library and Central Avenue Complex from November 15, 2025, through April 15, 2027, with a potential two-year contract extension. Contractors must provide all necessary vehicles, equipment, and materials, including maintaining five 3 to 3.5-yard front-end loaders, four pickup trucks with plows, and four dump trucks with plows and salt spreaders. The bid requires contractors to store a minimum of 120 tons of road salt within a 10-mile radius of the County Complex and handle snow and ice removal for parking lots, sidewalks, and driveways during normal business hours. Bids are due on July 17, 2025, at 11:00 AM, with the contract award expected within 60 days and tabulation sheets available within one week after the bid closing. Evaluation will be based on comprehensive rates for services including plowing, shoveling, salting, and supplemental labor.

The procurement process is conducted through a fair and open process pursuant to N.J.S.A. 19:44A-20.4 et seq., with bidders required to comply with N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27, which typically involve affirmative action and equal employment opportunity requirements. Vendors must maintain all documentation related to products, transactions, or services for five years from the final payment date, with records subject to review by the New Jersey Office of the State Comptroller. While specific set-aside designations are not explicitly detailed, the bid suggests a commitment to fair and inclusive procurement practices. The contract requires comprehensive insurance coverage and adherence to strict performance standards. Bidders are encouraged to mail their submissions or use the county's designated drop box at the Administration and Records Building in Morristown. Although the exact budget range is not specified in the provided documents, the detailed equipment and service requirements suggest a significant investment in winter maintenance services for Morris County facilities.
