About this opportunity

The Michigan Department of Transportation is requesting proposals for snow and ice removal services at nine MDOT carpool lots in Oakland County under RFP 260000002680, with proposals due October 5, 2026 at 3:00 p.m. Eastern Time via the SIGMA VSS electronic system. Bidders must commit to service either all six northern lots or all three southern lots; pricing will be evaluated separately for each region, potentially resulting in up to two contract awards.

Services include snow plowing and deicer application on a 24/7 basis across 878 combined parking spaces (368 in northern sites, 510 in southern sites). Automatic service must be completed by 6:00 a.m. daily, with a maximum of one automatic occurrence per 24-hour period unless approved. On-call services must be initiated within two hours of notification. A single unit price applies for on-call work whether involving salt application alone or combined plowing and salting. The 2-inch threshold for service payment is verified against NOAA Weather Reports. Contractors conduct site visits at their discretion prior to submission; MDOT does not provide paved-area calculations but specifies that services encompass all parking areas, driving surfaces, and drive entrance/exit pavement (excluding sidewalks and walkways). Snow storage is permitted in designated parking spaces near lot entrances with no hauling requirement or additional payment if capacity is exceeded.

Unit prices must include all labor, equipment, materials, fuel, supervision, and deicer costs. Pricing is firm for 365 days; adjustments occur only through mutual written agreement with documented cost changes. Vendors may apply rock salt or alternative deicers at their discretion using industry-standard rates. State contracts cannot be used for material purchases. Liquidated damages of $50 plus $10 per hour apply for late or improper completion. Payment occurs via Electronic Funds Transfer monthly within 15 calendar days of month-end.

The contract term is one year with three optional one-year renewals at the State's sole discretion, effective October 15, 2026. No bid bond or performance bond is required. Evaluation is Pass/Fail across six criteria including form completion, vendor acceptability, contract-term agreement, equipment lists, and pricing. The State reserves consideration of disabled veteran and service-disabled veteran-owned businesses and will evaluate Michigan employment and investment.
