About this file
This is an Amendment 1 Questions and Answers document for Request for Proposal #260000002680 issued by the Michigan Department of Transportation (MDOT) for Snow & Ice Removal Services at nine carpool lots located in Oakland County. The RFP addresses confusion regarding lot naming conventions, clarifying that Schedule B Pricing provides the correct name and address correlations for three Clarkston locations and six additional sites. MDOT indicated that contractors are strongly encouraged to conduct site visits prior to submission to assess service requirements, as the department does not have paved area calculations available; however, services are to include all parking areas, driving surfaces, and drive entrance/exit pavement. The scope clarification confirms that sidewalks and walkways mentioned in the original specifications are not included and should be disregarded.
Key service parameters establish that only one automatic service can be performed per 24-hour period and must be completed by 6:00 a.m., with the 2-inch threshold for payment verification based on NOAA Weather Reports. Additional services requested by the MDOT Program Manager are considered on-call services and billable separately, with a single on-call unit price applying whether the work involves salt application only or combined plowing and salting. Deicer-only applications for freezing rain, sleet, or refreeze conditions without accumulation are payable under the less-than-2-inch automatic service item. The contractor retains discretion on rock salt specifications and application rates based on industry expertise, though state contracts cannot be utilized for material purchases. Snow storage is accommodated in designated parking spaces near lot entrances, with no hauling requirement or separate payment if storage capacity is exceeded. The RFP requires no bid bond or performance bond from vendors.

Amendment 1 – Questions and Answers
Request for Proposal # 260000002680
Snow & Ice Removal Services – MDOT Carpool Lots in Oakland County
# Bidder’s Question State’s Answer
1. Schedule B lists Clarkston Northwest (items 7–9), Clarkston North (10–12) and Clarkston Northeast (13–15), while Schedules A and C list Clarkston – Dixie Hwy (8519 Dixie Hwy), Clarkston – M15 (7230 N. Main St.) and Clarkston – Sashabaw Rd (6731 Sashabaw Rd.). Which address goes with each pay-item group?
See Schedule B – Pricing REVISED which clarifies the name/address of each pay item.
2. Schedule C shows parking space counts only.
Can you provide the approximate paved area (sq ft or acres) to be serviced at each of the nine lots, including the Southfield bus station area?
MDOT does not have the paved area information requested; however, the areas to be serviced would include all parking, driving area, and drive entrance/exit pavement surfaces. Southfield Bus Station shows the separation from what is expected from carpool lot to bus station.
As stated in Schedule A, section 4.1 the Contractor is strongly encouraged to visit the service locations and assess snow and ice removal service requirements prior to submitting a solicitation response.
3. Section 3.2 mentions sidewalks/walkways, but Sections 3.1 and 6.1.B and the pay items mention only parking lots, driving areas and entrances. Are sidewalks in scope? If so, which lots and about how much?
Schedule A section 3.2 incorrectly specifies sidewalks/walkways. There are no sidewalks/walkways at the carpool lots and are not in scope. Disregard the mention of sidewalks and walkways.
4. How is the 2-inch threshold measured for payment, and who verifies it?
Per NOAA Weather Reports
5. For storms that run past midnight or over multiple days, or a deicer application followed later the same day by plowing, what can be billed under the one-service-per-day limit?
Only one automatic service can be performed during a 24-hour period and must be completed by 6:00 a.m. Any additional services during a 24-hour period are considered on-call services and must be requested by the MDOT Program Manager.
6. Is a deicer-only application for freezing rain, sleet or refreeze with no accumulation payable under the less-than-2" automatic item?
Yes
7. Is pre-treatment expected, and is it payable? No pre-treatment expected or payable.
# Bidder’s Question State’s Answer
8. Does one on-call unit price apply whether we salt only or plow and salt?
Yes, the on-call unit price applies to either situation.
9. Can an on-call service be billed on the same day as an automatic service?
Yes, if the MDOT Program Manager requests the on-call service.
10. Is there a required rock salt spec or application rate beyond the supplier's recommendation?
No. MDOT relies on contractor’s knowledge and expertise regarding salt specification and application rate.
11. May the contractor buy salt through a State contract such as MiDEAL?
No. State contracts cannot be utilized by private companies; MiDEAL may be used only by public entities such as local governments and schools/universities.
12. Are on-site snow storage areas designated at each lot?
Typically a couple parking spaces farthest from the entrance are utilized for snow storage.
13. If storage runs out, is hauling required, and is it included in the unit price or paid separately?
No hauling is required.
14. Please confirm that no bid bond or performance bond is required (Contract Terms §5 refers to the Statement of Work, and Schedule A doesn't specify one).
Schedule A – Statement of Work does not specify either bid bond or performance bond; therefore, no bonds are required from the vendor.
