About this opportunity
Memphis Community Schools, a public school district in Memphis, Michigan, is requesting proposals for snow and ice removal services at four district locations during the 2026/2027 winter season, with proposals due by 1:00 p.m. on October 23, 2026.
The scope encompasses plowing and salting of parking lots, driveways, sidewalks, play areas, building entrances, and loading docks at Memphis Junior/Senior High School, Memphis Elementary School, Memphis Bus Garage, and Memphis Central Office, all on Bordman Road. New concrete areas require sand instead of salt. The contractor must complete work at the Bus Garage by 5:45 a.m. and all other buildings by 7:00 a.m. following snow events, maintain clear sight lines at parking lot and driveway entrances, and mark service areas with reflective markers. The contract term runs from early November through late March, contingent on weather conditions.
Proposals must include company profile and years of experience, detailed equipment specifications, proposed service schedule with flexibility for school events, comprehensive pricing with per-push rates and all-inclusive seasonal rates (any long-term or early-season discounts noted separately), client references, proof of liability insurance, and required Michigan operating licenses. All bidders must submit sworn and notarized familial disclosure statements confirming no relationships with board members Nancy Thompson, Chris Devos, Karen McCue, Amanda Bobcean, Brenda Gross, Andrew Scheer, Superintendent Sara Dobbelear, or Finance Director Adam Walsh, and Iran Economic Sanctions Act compliance certifications. Proposals must also include an equal opportunity non-discrimination statement affirming compliance with district policies regarding race, religion, national origin, ancestry, and sex.
Evaluation criteria are vendor experience and qualifications, service quality and comprehensiveness, pricing competitiveness, availability and responsiveness, and reputation. Vendor selection and notification is anticipated between October 27–30, 2026. The district reserves the right to reject any or all proposals, waive minor irregularities, and award to any vendor deemed in the district's best interest. Proposals should be submitted to mcunningham@memphisk12.org or to the Superintendent's office.
