About this opportunity
The Florida Department of Military Affairs is requesting bids on herbicide application services to control invasive plant species across 250 acres of the Snake Creek Weekend Training Site in Miramar, Florida, under ITB DMA-ITB-360, with bids due September 9, 2026, at 2:00 p.m. local time and a mandatory site visit on August 25, 2026, at 10:00 a.m. One contract will be awarded for the twelve-month term beginning October 1, 2026, through September 30, 2027.
Vendors must be registered in MyFloridaMarketPlace and demonstrate a minimum of three years of continuous business operation in invasive species management services with references in place for at least one continuous year. State herbicide-application certification is required.
The scope covers spraying invasive trees, bushes, vines, and dense reed grass (Johnson grass, Guinea grass, and cane grass) parallel to fence lines and throughout open areas across the North Parcel (approximately 100 acres) and South Parcel (approximately 150 acres), divided by the C-9 canal, with protection of native and specimen species and existing infrastructure. Only state-approved chemicals—Glyphosate, Imazapyr, or Triclopyr—may be used. The contractor must supply all personnel, equipment, chipping machinery, transportation, and utilities; no equipment or chemicals may be stored on-site. Deliverables include a kick-off meeting with minutes within ten days of notice to proceed, a detailed project schedule, status reports with photographs and DoD 1532-1 forms following each spraying phase, and quarterly site inspections with documentation.
The estimated annual expenditure is $130,000. General liability insurance with combined bodily injury limits of at least $100,000 per person and $300,000 per occurrence, plus property damage insurance of at least $100,000 per occurrence, is required. Invoicing is submitted monthly with work-completion documentation under Florida Statutes 215.422 and 287.0585 payment timelines. Questions are due by the September 9 deadline; the 72-hour protest period ends September 14, 2026. Contact the Construction & Facility Management Office, CFMO Environmental Section, St. Augustine, Florida, or project manager Jacqueline Kelly at 904-823-0343 or jacqueline.d.kelly6.nfg@army.mil.
