About this opportunity

Delaware County Solid Waste Authority is soliciting proposals for complete demolition of a smokestack at its Transfer Station #3 in Broomall, Pennsylvania, with bids due December 3, 2026 at 1:00 p.m. local time via PennBid. Attendance at the mandatory pre-bid conference on November 12, 2026 at 10:00 a.m. at Transfer Station #3 is required for bid eligibility.

Eligibility rests on two minimum qualifications: bidders must have completed at least three demolition projects involving smokestacks or tall structures within the past five years, and must not have been held in default on any DCSWA contract within 36 months before bid opening. Contractors must also provide proof of state contractor licensure, demonstrate authority to do business in Pennsylvania, and comply with Pennsylvania Prevailing Wage Act requirements.

Scope covers mobilization, erosion control, temporary security fence installation, demolition, restoration, demobilization, and landfill disposal of 3,500 tons. Debris is hauled to the authority's Rolling Hills Landfill or crushed and stockpiled on site. An alternate bid item covers crushing and stockpiling smokestack brick at 2,000 cubic yards. Pricing is unit-based, and unit prices control over extended-price discrepancies.

The term is approximately three months, with substantial completion required by March 12, 2027 and final completion by March 29, 2027. Liquidated damages are $1,000 per day for failure to meet either date. Bid security equals 10 percent of maximum bid price in the form of a performance bond, and performance and payment bonds are required. Progress payments are 90 percent of completed work value with 10 percent retainage, which stops once 50 percent of work is complete and progress is satisfactory. At substantial completion, payment rises to 100 percent of completed work less the estimated value of punch list items. The owner is exempt from sales and use taxes on materials and equipment incorporated into the work.

The successful bidder is the lowest, responsible, responsive bidder as determined by the owner.
