About this opportunity
The Illinois Department of Insurance seeks to procure two new small to midsize hybrid sedans with flex fuel or hybrid engines for use by the department's investigation unit. Proposals are due by May 28, 2026, with vehicle delivery required by 4:00 PM on June 30, 2026. Each vehicle must be a four-door sedan with an automatic transmission and fewer than 250 miles on the odometer at the time of delivery. The specification requirements are comprehensive and include hybrid or flex fuel engines, all-season tires, four-wheel anti-lock brakes, Bluetooth stereo with hands-free capability, cruise control, backup camera, power windows and locks, airbags, rear window defroster, and tilt steering wheel. Interior requirements include carpeting with floor mats, a full-size spare wheel and tire or mobility kit, two sets of keys and fobs, and owner manuals, with a minimum of one-quarter tank of gasoline at delivery. Vehicles must meet all federal and state safety standards and emissions requirements and be delivered with manufacturer's certificates of origin or titles. Exterior colors must be limited to neutral tones—dark blue, silver, black, or white—and dealer logos are prohibited. Vendors must be properly licensed to sell motor vehicles in Illinois by the Illinois Secretary of State.
No specific set-aside designations for disadvantaged enterprises, minority-owned businesses, or other restricted categories are outlined in the procurement documents; however, the Standard Terms and Conditions establish a $15 minority contractor initiative fee for contracts exceeding $1,000. Vendors must comply with 34 distinct certification requirements established by the State of Illinois Chief Procurement Office, including legal entity status, educational loan defaults, employment practices, workplace safety standards, and prohibitions on political contributions and international boycotts. All vendors are required to maintain commercial general liability insurance of $1,000,000 per occurrence and workers' compensation insurance as required by law, and must retain books and records for three years (five years if federal funds are used). The State reserves the right to terminate the contract for convenience with 30 days' notice or immediately for cause. No incumbent vendors, current contractors, or specific budget ranges are identified in the available procurement documents.
