About this opportunity
The Missouri Office of State Public Defender (OSPD), an independent department of the Judicial Branch, is requesting quotations for small office PBX support, network and voice cabling services across multiple Missouri office locations, with responses due October 30, 2026 at 5:00 p.m. Central Time.
Contractor personnel must hold a minimum of five years' experience with both Panasonic phone systems (50G, 100, 200, and NS700 models) and networking and voice cabling services. The scope encompasses troubleshooting, maintenance, repair, and replacement of PBX systems; installation and repair of network and voice cabling; and complete cable and PBX installations at new or renovated locations, all performed in compliance with ANSI/TIA-568 and TIA-606 standards. The contractor must designate one individual available during normal business hours (Monday–Friday, 7:30 a.m. to 5:00 p.m.) and maintain 24/7 availability for emergency calls, with written acknowledgment of non-emergency requests within three business days and emergency contact and on-site or remote work within twenty-four hours.
The estimated contract value is $100,000 per one-year contract period, with two optional one-year renewals at the state's discretion. Individual projects are limited to $35,000; projects anticipated to exceed this threshold will be solicited separately. Pricing is structured as firm, fixed hourly rates for four service categories (maintenance and repair during normal business hours, non-emergency after-hours services, emergency services during evenings and weekends, and holiday emergency services) plus a parts cost markup on an estimated $16,000 annual parts budget. Evaluation allocates 150 of 200 points to cost (using a weighted hourly rate formula: 85% Line 1, 10% Line 2, 4% Line 3, 1% Line 4 multiplied by 600 estimated annual hours plus parts markup) and 50 points to experience and past performance evaluated through three references and organizational experience. Vendors may earn bonus points for participation by Organizations for the Blind or Sheltered Workshops (5–15 points based on commitment percentage) and Missouri Service-Disabled Veteran Business Enterprise certification (3 points).
The contractor must maintain commercial general liability insurance with a minimum $1,000,000 combined single limit per occurrence and $2,000,000 annual aggregate, automobile liability insurance of $1,000,000, and workers' compensation insurance, with the State of Missouri named as additional insured. Payment terms are net 45 calendar days. The estimated contract start date is November 16, 2026. No incumbent contractor is identified.
