About this opportunity

Rockland County is seeking suppliers for sludge collection equipment replacement parts through a competitive bid process (RFB-RC-2025-106) for the Rockland County Sewer District #1 treatment plant. The procurement targets 66 specific line items including sprockets, chains, shafts, bearings, flights, and wear shoes for primary and secondary settling tanks. Bidders must be authorized manufacturer resellers with demonstrated knowledge and experience providing parts to municipal agencies, and must guarantee interconnectability with existing equipment in writing. No refurbished or second-hand parts will be accepted, and suppliers must provide detailed pricing, manufacturer information, product numbers, and lead times for each component. Key procurement dates include a virtual pre-bid meeting scheduled for September 11, 2025 at 11:00 AM, a recommended site visit deadline of September 17, 2025, and a bid submission deadline of September 25, 2025 at 3:00 PM EDT through the Bonfire Bid Submission Portal.

The bid does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. Manufacturers referenced in the solicitation include FMC, Martin, Charter Machine Company, James Eagen Sons, and Brewton, indicating a preference for established industrial equipment providers. The contract will be awarded on a line-by-line basis to the lowest responsive and responsible bidder(s), with quantities being estimated estimates based on actual Sewer District requirements. While specific budget ranges are not detailed, the procurement allows for potential contract renewal options, with an initial one-year contract and four potential one-year extensions. Bidders must submit comprehensive documentation including insurance certificates, workers' compensation documentation, disclosure statements, and non-collusion affidavits. The county also requires bidders to provide manufacturer price lists and offer a minimum 10% discount on parts not specifically listed in the original bid.
