About this opportunity

Salt Lake County is requesting proposals for municipal advisor and fiscal agent services to the County and the Municipal Building Authority of Salt Lake County under RFP MAY061726, with proposals due July 20, 2026 at 1:00 PM through the Utah Public Procurement Place (U3P).

Proposers must demonstrate they are "qualified firms" having provided services to municipalities with at least 50,000 residents or public entities with annual budgets of at least $50 million. The County has implemented a preference system that may award up to one point each for qualifying vendors offering employee health care benefits, veterans and companywide hiring programs, or small/women-owned/minority-owned emerging business status.

The scope includes municipal advisory and fiscal agent services over a four-year contract term (January 1, 2027 through December 31, 2030) with options to renew for two additional two-year terms. Key deliverables encompass debt issuance coordination (including Tax and Revenue Anticipation Notes in the $50–$100 million range, general obligation bonds, sales tax revenue bonds, and lease revenue bonds anticipated over four years); market analysis and financing-option evaluation; underwriter selection assistance; Debt Review Committee participation; credit rating management; sale notice publication; bid evaluation; and continuing disclosure reporting. The County's general obligation bonds hold AAA ratings from all three major agencies; uninsured lease revenue bonds are rated AA+/Aa1.

Proposers must submit pricing using fixed charges per bond type and annual or hourly rates for professional services, with all fees and rates guaranteed for 24 months. Price increases are capped at 3% annually and must be supported by documentation linked to an independent index. Insurance requirements include workers' compensation with statutory limits, commercial general liability of $500,000 per occurrence/$1,000,000 aggregate, commercial automobile liability of $500,000 per person/$1,000,000 per accident, and errors and omissions coverage of $1,000,000 per occurrence/$2,000,000 aggregate. All liability policies must name Salt Lake County as an additional insured.

Evaluation weighting is 90% program proposal and 10% pricing, with program scoring criteria including professional experience of key advisors (25%), approach to debt issues (20%), firm experience (20%), staffing plan (10%), firm qualifications (10%), and miscellaneous information (5%). Questions are due July 13, 2026. Committee meetings are scheduled for July 30, 2026, with potential proposer interviews on August 6 and anticipated notice to proceed January 1, 2027.
