About this opportunity
Salt Lake County Library System is requesting bids for the replacement of Air Handling Unit 1 (AHU-1) at Draper Library under construction project LIB131605, with proposals due July 7, 2026. The contract incorporates Section 3 compliance requirements, which typically mandate the use of local workers and community hiring initiatives on federally-funded construction projects.
The scope requires complete removal of the existing HVAC air handler and installation of a new Trane SLHPF40EC packaged unit with 16,000 CFM airflow capacity, single-zone VAV control, economizer functionality, and BACnet building management system integration. Work includes disconnection and reconnection of existing electrical circuits (120-volt 20 amp and 208-volt 350 amp service), new watertight conduit installation, concrete slab infill, steel support and curb fabrication, and connection to existing ductwork. The unit operates on 208-volt, three-phase service (minimum circuit ampacity 257 amps) and uses 30 percent propylene glycol heating fluid at 15 gallons per minute. Place of performance is 1136 Pioneer Road, Draper, Utah. All work must comply with the International Building Code, International Mechanical Code, International Fire Code, and International Plumbing Code, with deferred submittals including seismic restraint design, as-built drawings, and operation and maintenance manuals required upon closeout.
The contractor must submit a Schedule of Values itemizing labor, materials, and costs across all work divisions, including base bid and three bid alternates. All first-tier subcontractors must be listed with bid amount, work type, and DOPL license number within 24 hours of request. A mandatory pre-construction conference occurs before work commences. Bidders must provide three Construction Project References demonstrating comparable scope and experience. Performance and payment bonds each equal to 100 percent of contract price, and general liability insurance with $4 million minimum limits are required. Progress payments are 95 percent based on labor and materials delivered; the County retains 5 percent until final acceptance. Change orders carry a 15 percent markup for amounts up to $20,000 and 10 percent for amounts exceeding $20,000. For projects exceeding $3 million, apprenticeship utilization of 10 percent of labor hours per trade, qualified health insurance, and drug and alcohol testing policies are mandatory. Weather delays and COVID-19-related delays are considered foreseeable and not eligible for time extensions or compensable claims.
