About this opportunity
Salt Lake County is issuing a Request for Information (RFI) to assess qualified food service providers' interest in operating a non-subsidized employee cafeteria at its Midvale Complex located at 799 W. Coliseum Way in Midvale, Utah, with responses due September 22, 2026 by 1:00 PM. The RFI is exploratory; the County intends to release a formal RFP in late 2026 or early 2027 based on RFI feedback.
The facility will serve approximately 800 employees at the Midvale campus, plus hybrid workers and public access. The County seeks breakfast offerings including hot entrees, breakfast sandwiches, pastries, and specialty beverages; lunch selections with grill items, salads, wraps, grain and protein bowls, and daily specials; and grab-and-go options featuring vegetarian, vegan, and gluten-free alternatives. Mobile ordering, cashless payment systems, and a modern dining experience are required.
A central component of this opportunity is the vendor's use of the kitchen as a commissary facility outside standard cafeteria operating hours to support broader commercial food service operations, including catering, packaged meal preparation, and retail food production. Commissary use is intended to generate supplemental revenue for the vendor, improve financial sustainability of the cafeteria operation, and help maintain competitive meal pricing for employees. The kitchen comprises approximately 3,000 square feet with an adjacent 3,800-square-foot dining area and a loading dock on the same floor.
The Midvale Complex building is not yet occupied and will undergo renovations with anticipated occupancy beginning in Q4 of 2027. Architectural plans for the kitchen, including detailed equipment, mechanical, electrical, and special conditions specifications, are attached.
The RFI requests information on financial models, operational approaches, healthy dining philosophies, facility requirements, commissary kitchen capabilities, and commissary utilization interests. Responses should not exceed ten pages and must be submitted to Teresa Young at tyoung@saltlakecounty.gov. Questions are due September 16, 2026 by 1:00 PM. Submitted documents will be treated as protected records under the Utah Governmental Records and Access Management Act until contract execution or two years from RFI issuance, whichever occurs first.
