The software must support approximately 36,000 annual rides (3,000 monthly) for residents aged 60 and older seeking transportation to essential medical appointments. User capacity includes up to 12 administrative users, 6 dispatch personnel, 6 reservationists, and 30 drivers with tablet access. Evaluation criteria emphasize proposer qualifications and relevant experience, with a stated requirement of at least five years of transportation scheduling software experience, system functionality, project management capability, and technical compliance.

Contractors must maintain errors and omissions insurance of $1 million per occurrence/$2 million aggregate, commercial general liability of $500,000 per occurrence, and workers' compensation insurance. The contract includes a performance guarantee placing 10% of monthly fees at risk for failure to meet 99.5% system uptime and other specified benchmarks.

A pre-proposal WebEx meeting is scheduled for September 23, 2026, at 10:30 a.m. Questions are due September 30, 2026, at 1:00 p.m. Proposer interviews are tentatively scheduled for October 21, 2026. No guarantee exists that a contract will be awarded from this solicitation.
