About this opportunity

Salt Lake Community College (SLCC) is seeking a comprehensive Library Services Platform (LSP)/Integrated Library System (ILS) through a competitive Request for Proposal (RFP) process. The procurement aims to replace the current library management system for SLCC and potentially other Utah System of Higher Education (USHE) institutions. The selected vendor must provide a sophisticated library technology solution capable of managing course reserves, interlibrary loan processes, and complex data reporting requirements. Evaluation criteria will comprehensively assess the proposed system across five key areas: security and compliance (25 points), discovery and circulation functions (17 points), acquisition and processing capabilities (25 points), data integration and interoperability (17 points), and support and user experience (16 points). The RFP requires vendors to submit detailed technical proposals, including a Higher Education Community Vendor Assessment Toolkit (HECVAT), an Accessibility Conformance Report (ACR), and demonstrate compliance with federal disabilities laws and cybersecurity standards. The contract has an initial three-year term with potential for two additional one-year renewals, with a targeted go-live date of April 30, 2026.

The procurement is open to all qualified vendors, with no specific set-aside designations mentioned in the documents. Proposing organizations must demonstrate financial responsibility through documentation such as Dun & Bradstreet reports or audited financial statements. Vendors must provide comprehensive integration capabilities with existing systems like Ellucian Banner and Canvas, and show proficiency in handling SLCC's current library infrastructure, which includes a single acquisitions librarian, a $25,000 annual collections budget, and a physical collection of over 42,000 items across four locations. The college reserves the right to terminate the contract if accessibility standards are not met, and includes indemnification clauses to protect its interests. While a specific budget range is not explicitly stated, the RFP suggests the procurement is designed to be cost-effective, considering the institution's current enrollment declines and state budget reductions. Proposals must be submitted electronically through U3P, with the lowest-cost proposal receiving 100% of available cost points, and other proposals receiving proportional points based on their pricing.
