About this file

This document is a Request for Proposal (RFP) issued by Salt Lake Community College (SLCC), part of the Utah System of Higher Education (USHE), seeking a Library Services Platform (LSP)/Integrated Library System (ILS). The RFP aims to secure a contract for a new library management system with an initial three-year term, with potential for two additional one-year renewals contingent upon satisfactory performance. The procurement is open not only to SLCC but potentially to 15 other USHE member institutions, including universities and technical colleges, who may optionally participate by signing a Participating Addendum or separate contract.

SLCC's library currently operates with a single acquisitions librarian, a $25,000 annual collections budget, and manages a physical collection of over 42,000 items across four locations. The institution is experiencing enrollment declines and state budget reductions, which likely influences the procurement strategy. The library seeks a system that can handle course reserves, interlibrary loan management, comply with state property control laws and federal data reporting standards, and provide advanced analytics with customization options. As a member of a statewide academic library consortia, SLCC is also considering a potential future shared Library Management System/Integrated Library System (LMS/ILS) at the state level, which may impact the current procurement approach.
