About this opportunity

The Jacksonville Transportation Authority (JTA) is seeking proposals for a Skyway Supply Storage System through a competitive negotiated procurement (Solicitation P-24-023). The agency requires an enclosed vertical storage system designed to store parts in arranged trays, with the primary objective of saving 50%-60% of floor space by utilizing high ceiling storage capabilities. The proposed system must provide real-time monitoring and documentation of picking operations, seamlessly interface with JTA's Oracle warehouse management system, and enable precise inventory traceability and stock level control. Proposals are due by 2:00 PM local time on Monday, August 26, 2024, with the complete solicitation package available starting Thursday, July 25, 2024. The procurement will utilize a best value competitive approach, with proposals evaluated across five categories: minimum requirements (pass/fail), qualifications and experience (35 points), approach to plan and integration (35 points), quality assurance and control (20 points), and pricing (10 points). The contract term is two years with potential for three additional one-year renewal options.

The JTA has established a Disadvantaged Business Enterprise (DBE) participation goal of 10% for this procurement. Respondents must be registered in Florida, not listed as an excluded party in the System for Award Management (SAM), and hold current applicable professional licenses. The contract will be structured as a firm fixed price, with potential future options to purchase additional storage systems contingent on available budget. Contractors should be prepared to demonstrate comprehensive experience in designing and implementing advanced storage and inventory management systems, with a particular focus on integration capabilities with existing enterprise resource planning platforms. While no specific incumbent vendor is mentioned, the procurement suggests a strategic replacement or enhancement of the current storage infrastructure at the JTA Skyway facility. The solicitation indicates flexibility for potential future expansions, though no specific total contract value or budget range is explicitly stated in the available documentation.
