About this opportunity

The Maine Department of Defense, Veterans & Emergency Management is requesting quotations for snow plowing and sanding services at the Skowhegan Armory under RFQ 260623-0323, with quotes due July 31, 2026 at 4:00 p.m. EST and a mandatory pre-bid walk-through on July 13, 2026 at 9:00 a.m.

The scope covers clearing and sanding of the main entrance and parking area (57,350 square feet) when precipitation accumulates two inches or more, with completion by 6:00 a.m., and a gated compound area (30,890 square feet) cleared on will-call basis at four inches of accumulation. The contractor must supply all personnel, equipment, and materials in compliance with federal, state, and local regulations. Sand-salt mixtures must meet Maine Department of Transportation specifications; calcium chloride pellets are the only authorized ice treatment for concrete surfaces. All seasonal damage repairs must be completed by May 15 following the winter season. The contractor is limited to subcontracting no more than 15 percent of contracted work. All contractor personnel must pass federal background vetting before facility access.

The initial contract term runs from November 1, 2026 through October 31, 2027, with four optional one-year renewals extending through April 30, 2031. The previous contract amount was $9,900 annually. Award will be made on a best-value basis to the lowest-priced compliant bidder. Required insurance includes General Liability of $1,000,000 minimum, Worker's Compensation at state minimum limits, and Business Auto Policy with $500,000 minimum coverage including snow plowing operations. Monthly invoices will be paid in six equal installments from November through April under net 30 terms.

Interested bidders must contact Mark Turmelle at 207-624-2315 by noon on July 10, 2026 to confirm pre-bid attendance. Questions are due no later than noon on July 24, 2026 through the State of Maine's AdvantageME Vendor Self Service system. Contractor performance will be evaluated monthly on compliance with snow and ice removal, roadway treatment, daytime snow pile movements, and 6:00 a.m. completion requirements, with poor performance documented after four or more negative responses or Needs Improvement ratings during a single evaluation tour. Three poor performance evaluations will trigger automatic contract termination with thirty days' notice; contractors have fifteen calendar days to appeal termination to the Director of the Division of Procurement Services.
