About this opportunity
Lodi Unified School District is requesting qualifications and proposals for the Site I Elementary School Modulars Inc 2 Lease-Leaseback Project under RFQP #0892-8092-752-56, with proposals due September 25, 2026 and mandatory attendance at an informational meeting and site walk on August 31, 2026 at 9:00 a.m. in Stockton. The project is structured under California Education Code section 17406 as a lease-leaseback delivery, in which the selected developer will construct modular classroom complexes and a multipurpose building, then lease them back to the District with predetermined monthly payments and an early termination option for the District.
Respondents must hold a current valid General Building Contractor (B) License, be prequalified by the District per Public Contract Code section 20111.6, and register with the Department of Industrial Relations. The project is subject to prevailing wage and skilled and trained workforce requirements. Submitting entities may be a general contractor, modular manufacturer, or a team combining both; pre-configured modular designs are permitted if they meet required building dimensions. HMC will handle low-voltage and food-service design only; the successful proposer carries responsibility for all remaining design elements including mechanical, electrical, plumbing, fire-sprinkler systems, photovoltaic design, and multipurpose-building design (excluding food service).
The estimated project cost is $70 million with a scheduled completion date of July 1, 2030. Proposals are subject to a 30-page constraint with specified exclusions. Respondents must submit a fixed preconstruction services fee as either a numerical amount or percentage, include Builder's Risk insurance costs in the proposal, and provide commercial general liability coverage at $5 million per occurrence and $10 million aggregate, plus $1 million automobile liability and statutory workers' compensation. Selection uses best-value methodology across ten criteria: price (100 points), technical expertise (50 points), subcontractor workforce quality (20 points), litigation history (20 points), life-cycle cost analysis (15 points), safety record (10 points), project schedule and delivery (10 points), staffing and management (10 points), CHPS compliance (5 points), energy savings capability (5 points), and durability and warranties (5 points). Written questions are due September 11, 2026, with addenda responses by September 18. The District anticipates notification of the selected developer on October 21, 2026. Addendum No. 01, posted August 24, 2026, clarifies that no interviews will be conducted and provides guidance on submission structure and design responsibilities.
