About this file
This is Addendum No. 01 to a Request for Qualifications and Proposal (RFQP) issued by Lodi Unified School District on August 21, 2026, for the Site I Elementary School Modulars Inc 2 project (Project #0892-8092-752-56). The project involves construction of new single-story modular classroom complexes using the Lease-Leaseback delivery method and includes site development and utility integration. The addendum provides clarifications to the published RFQP and addresses questions submitted by potential respondents. Key clarifications include confirmation that no interviews will be conducted as part of the selection process, that submitting entities may be either a general contractor or modular manufacturer (or a team combining both), and that use of pre-configured modular designs is permitted if they meet required building dimensions. HMC will be responsible only for low voltage and food service design, with the successful proposer carrying responsibility for all remaining design elements including mechanical, electrical, plumbing, fire sprinkler systems, and photovoltaic design. Design of the multipurpose building will be the respondent's responsibility, excluding food service design. A Construction Manager will be assigned to the project, though contracting had not been completed at the time of the addendum.
Respondents must submit a fixed preconstruction services fee that may be structured as either a numerical amount or percentage and may include modular building design with drawings for DSA submission, as determined by the contractor. General Conditions costs may be identified on any timeline determined by the contractor, and Builder's Risk insurance costs must be included in the proposal rather than deferred to the GMP phase. Submission requirements impose a 30-page constraint with specified exclusions for covers, tabs, certificates of insurance, detailed schedule charts, and comments to the Form of Agreement; only Schedule and Drawings may use 11x17 pages folded to 8x11 format. Future procurement of Increment 1 work for the site will also be conducted via lease-leaseback delivery method, with timing to be determined. Contact for questions is Amberly Kidder at akidder@lodiusd.net.
