About this opportunity

The Florida State Guard is pursuing a single-source procurement for a TRAKKA TC-300 high-performance multi-sensor surveillance equipment system specifically designed for aircraft-based search and rescue operations in Leon County. The procurement targets a sophisticated imaging system with enhanced electro-optical/infrared (EO/IR) sensors capable of penetrating challenging environmental conditions like fog, haze, low light, and darkness. The system features advanced image processing technology that blends sensor images to extract otherwise undetectable features, with capabilities for real-time data sharing and augmented reality overlays. The procurement is being conducted through a Single Source Purchase Justification Form (PUR 7776), with a posted date of December 3, 2025, and a vendor response deadline of December 24, 2025. Prospective vendors are required to meet specific technical requirements, including compatibility with existing TRAKKA equipment in the Florida State Guard's aircraft fleet and the ability to interface with moving map systems and secure data links.

The procurement appears to be restricted to TRAKKA Systems as the sole source vendor, with no explicit set-aside designations for disadvantaged enterprises mentioned. The system will augment the existing TK-7 ASO overwatch system and integrate with current Florida State Guard aircraft infrastructure. The estimated procurement value is $546,736.00, with approvals secured from key personnel including the Purchasing Director of the Department of Military Services, General Counsel, and Budget Officer. Potential vendors dissatisfied with the single-source determination may submit protests via email to FSGPurchasing@floridastateguard.fl.gov or through mail to the Division offices in Tallahassee, following procedures outlined in Florida Statutes Sections 120.57(3) and 287.057(3). The procurement process satisfies the required 15 business day notice period and emphasizes the unique technological capabilities of the TRAKKA imaging system for airborne reconnaissance and command and control missions.

Opportunity text

The Florida State Guard is seeking to purchase from Trakka Systems, a Florida company, a camera with EO/IR sensors that are augmented with sophisticated image processing allowing users to see through conditions of fog, haze, low light and darkness. Image blending is used to exploit images from the different sensors to extract features that would otherwise go undetected by a single sensor. All systems can be interfaced with moving map systems and secure data links. These attributes enable operators and command centers to share mission critical information in real time whilst providing enhanced situational awareness via augmented reality overlays or pure synthetic systems. This system will also augment the TK-7 ASO overwatch system. This system is for use on Florida State Guard aircraft for search and rescue operations. Trakka Systems is the manufacturer for this product, this system is already integrated into other FSG aircraft, and therefore this is considered a sole source product.
