About this file

This is a Single Source Purchase Justification Form (PUR 7776) issued by the Division of the Florida State Guard for the acquisition of TRAKKA imaging systems. The Florida State Guard is seeking to procure one TRAKKA TC-300 high-performance multi-sensor surveillance equipment system for use on State Guard aircraft in search and rescue operations. The system features EO/IR sensors with sophisticated image processing capabilities enabling operation through fog, haze, low light, and darkness conditions, with image blending technology and real-time data link integration for enhanced situational awareness. The procurement was posted on December 3, 2025, with a deadline for receipt of vendor information by December 24, 2025. The posting period satisfies the required 15 business day notice requirement under Florida Statutes Sections 120.57(3) and 287.057(3).

The estimated dollar amount for this single source acquisition is $546,736.00. TRAKKA Systems has been identified as the sole source vendor based on the system's existing integration into other Florida State Guard aircraft and the manufacturer's unique capabilities. The justification for single source procurement cites compatibility with existing TRAKKA equipment currently in the fleet and the system's superior capability for the intended airborne reconnaissance, imaging, and command and control mission requirements. The acquisition has been approved by John Conner (Purchasing Director, Department of Military Services), Sean Anderson (General Counsel), and Edward Bouza (Budget Officer). Prospective vendors may submit protests regarding the single source determination to FSGPurchasing@floridastateguard.fl.gov or via mail to the Division offices in Tallahassee by the deadline specified in Florida Statutes.
