About this opportunity

The Florida School for the Deaf and the Blind (FSDB) is posting a notice of intended decision to enter into a single-source contract with Swivl, Inc. for a proprietary software license under Florida Statutes 287.057(3), 120.57(3), and Rule 60A-1.045, F.A.C., with the advertisement period closing June 23, 2026 at 4:00 p.m. This is not a competitive solicitation.

FSDB justifies the single-source acquisition on grounds that Swivl, Inc. is the sole provider of the Reflectivity professional development program license solution and has no mirror-image competitors. Swivl's technology is the only video platform that allows instructors to move freely around the classroom while remaining in camera view while capturing HD audio, with integrated capabilities for video capture, upload, streaming to the Reflectivity platform, and learning-management-system integration. Swivl, Inc. is the only authorized entity to provide support for Reflectivity program licenses, Swivl Links distance and hybrid solutions, license renewals, professional learning training (virtual and in-person), and implementation assistance. No other vendor offers the complete video and reflection lifecycle including capture, upload, streaming, and collaboration features.

The contract covers a three-year term for fiscal years 2026–2029. The estimated not-to-exceed contract value is $24,600. Vendors who believe they can fulfill this procurement may submit information regarding their capabilities to Kim Whitwam, Director of Purchasing, at whitwamk@fsdbk12.org during the fifteen business day advertisement period.
