About this file
This is a Single Source Advertisement for the Florida School for the Deaf and the Blind (FSDB) seeking to procure a proprietary software license from Swivl, Inc. The procurement is for a three-year term covering fiscal years 2026 through 2029. The advertisement period runs from June 2, 2026 at 4:00 PM through June 23, 2026 at 4:00 PM, representing the statutorily mandated fifteen business day notification period for single source procurements. The intended source is Swivl, Inc., located at 1450 El Camino Real, Menlo Park, California 94070. No competitive bidding process is associated with this procurement.
FSDB justifies the single source acquisition on the grounds that Swivl, Inc. is the exclusive provider of the Reflectivity professional development program license solution and related services. The vendor's technology enables instructors to move freely around classrooms while remaining in camera view while capturing HD audio, with capabilities for video capture, upload, and streaming across the Reflectivity platform or integration with learning management systems. Swivl, Inc. is the sole authorized entity to provide support for Reflectivity program licenses, Swivl Links distance and hybrid solutions, license renewals, professional learning training in virtual and in-person formats, and implementation assistance. The estimated not-to-exceed contract value is $24,600.00. The procurement encompasses license management software, educational or reference software, and teacher resource materials. Vendors believing they can fulfill this procurement may submit information regarding their capabilities to Kim Whitwam, Director of Purchasing, at whitwamk@fsdbk12.org during the fifteen business day advertisement period.
