About this opportunity

The Florida School for the Deaf and the Blind (FSDB), a state agency operating under St. Johns County jurisdiction, is seeking to procure a single-source proprietary software license from QuaverEd, Inc. for the Quaver Music Resource K-8 software to support FY 2026-2027 educational operations. The procurement encompasses the QuaverMusic curriculum including the PreK-8 General Music Curriculum, QuaverChristian Music Curriculum, Music Essentials, and ClassPlay, along with related products such as QuaverReady, Quaver Music Integration (QMIC), QuaverHealth*PE, QuaverPE, and associated online and physical instructional resources for students, parents, and teachers. The intended vendor is QuaverEd, Inc., located at 65 Music Square West, Nashville, Tennessee 37203, which is designated as the sole worldwide provider of these copyrighted and trademarked educational products. The procurement was publicly posted on May 19, 2026, and requires all interested vendors to submit responses demonstrating their capability to supply the described commodities to Kim Whitwam, Director of Purchasing, at whitwamk@fsdbk12.org by the June 10, 2026 deadline at 4:00 PM, providing a statutorily mandated fifteen business day advertising window. No specific evaluation criteria beyond supplier capability are outlined in the solicitation documents, as this is a single-source procurement justified by QuaverEd's exclusive copyright ownership, trademark protection, and absence of distribution or reseller agreements with competing publishers.

This procurement is structured as a single-source acquisition pursuant to Florida Statutes 287.057(3), 120.57(3), and Florida Administrative Code Rule 60A-1.045, which permits non-competitive solicitations when a vendor is the sole provider of required goods or services. There are no identified set-aside designations for disadvantaged enterprises, small businesses, or other organizational categories, and the procurement does not restrict responses based on vendor classification. QuaverEd, Inc. is identified as both the intended source and the incumbent provider of these educational software products, with no competing vendors or alternative suppliers identified. The procurement specifically notes that QuaverEd solely determines pricing for its proprietary products and that the company's curriculum materials, with the exception of fifteen licensed songs, are owned and protected by QuaverEd under United States copyright law. The estimated not-to-exceed budget for this procurement is $2,700.00, reflecting the annual software licensing cost for K-8 music education resources required by FSDB.
