About this opportunity

The Florida School for the Deaf and the Blind (FSDB) is pursuing a single-source procurement for e-FORCE public safety software support and storage services, specifically targeting a server migration project from eFORCE's current hosting facility to Amazon Web Services (AWS) cloud solution for fiscal year 2025-2026. The procurement focuses on comprehensive public safety software applications, including fully integrated Computer Aided Dispatch (CAD), Records Management (RMS), Clery Reporting, Jail Management (JMS), Municipal Court, Mobile/Voiceless Dispatch, eCitations, and Civil Process Modules. The sole source provider is identified as Intellichoice, Inc. DBA eFORCE, located in Logan, Utah, with the justification that they are the exclusive provider of the EFORCE Public Safety Software Suite and the only vendor capable of migrating applications between servers or to AWS GovCloud. The solicitation will be open from May 29, 2025, to June 19, 2025, providing a fifteen-business day advertisement period for potential alternative vendors to demonstrate their capabilities. The primary contact for any questions is Kim Whitwam, Director of Purchasing, who can be reached at whitwamk@fsdbk12.org.

The procurement appears to be unrestricted in terms of set-aside designations, with no specific limitations on responding organizations mentioned in the documentation. The contract is geographically linked to St. Johns County, Florida, with a specific state jurisdiction identifier. The estimated contract value is not to exceed $12,000, representing a relatively modest budget for the software migration and support services. No incumbent vendors beyond Intellichoice, Inc. are discussed, and the existing technology infrastructure appears to be the current e-FORCE public safety software hosted in a traditional server environment. The procurement will require successful integration with AWS GovCloud, and the vendor must demonstrate comprehensive capabilities in managing and migrating public safety software applications. The single-source nature of the procurement suggests a highly specialized technological requirement that limits competitive bidding.
