About this opportunity

The Town of Windsor Community Development Office is requesting bids for single-family housing rehabilitation at 169 Rood Avenue, Windsor, Connecticut, with bids due August 18, 2026 at 10:00 a.m. and a mandatory pre-bid site walk on August 11, 2026 at 10:00 a.m. All vendors are eligible to respond.

The scope encompasses roofing with shingle and flashing replacement, seamless gutter and downspout installation, interior drywall ceiling repair and finishing, electrical outlet and switch replacement, attic insulation replacement, double-hung window replacement, front concrete step replacement with handrails, ramp decking and railing repairs, tree trimming and removal, and smoke/carbon monoxide detector installation. The property, constructed circa 1956, requires lead-safe work practices under 24 CFR Part 35 and Connecticut Regulation 19a-111 Category 3 standards (projects exceeding $25,000 per unit). A Lead Inspection and Risk Assessment identified defective lead-based paint surfaces and hazardous soil lead levels (620 mg/kg) at the C-side dripline; abatement includes removal and replacement of a defective window sash on the stair A Side, with replacement type to be determined by the property owner and Town construction manager. Lead waste must be characterized using the Toxic Characteristic Leachate Procedure (TCLP) for hazardous versus non-hazardous disposal. Clearance sampling following abatement must meet EPA standards (5 mg/ft² for floors, 40 mg/ft² for window sills, 100 mg/ft² for window wells).

The total estimated cost is $29,500. Bids must be submitted with itemized lump-sum pricing by division and separate alternate pricing for insulation, windows, and tree trimming. All bidders must possess a current installer license, a Unique Entity ID registered with SAM.gov, and provide proof of workers compensation insurance and general liability insurance with minimum limits of $1 million per occurrence for bodily injury and $500,000 per occurrence for property damage prior to contract signing. The dwelling remains occupied during construction; work hours are limited to Monday through Saturday, 7:30 a.m. to 5:00 p.m. The contract will be awarded to the lowest qualified and responsive bidder as determined by the Town of Windsor Economic Development Office and Signal Rock Consulting. Project inquiries should be directed to Tom Foley at t.foley@signalrockconsulting.com or (203) 446-6468. Bids are due via email to reydecastro@townofwindsorct.gov or hand-delivered in a sealed envelope to Windsor Town Hall, 275 Broad Street, Windsor CT 06095, and will be opened and read aloud at 10:15 a.m. on August 18.
