About this opportunity
Palm Beach County's Board of County Commissioners, through its Procurement Department, is soliciting quotations under RFQ #27-0029/RC for signs and sheeting material on a term contract basis, with quotes due November 30, 2026 at 4:00 p.m. local time. Preferences apply: the Small Business Development (SBD) Program allows a preference for certified small businesses within ten percent of the lowest bid price, applied only to non-federally funded portions. A five-percent local preference applies to quoters with a permanent place of business in Palm Beach County, and a separate five-percent Glades local preference applies to businesses serving the Glades area.
Quoters must submit responses on the official Quote Response Form, signed by an authorized company representative, with firm, fixed unit prices valid for 90 days from submission and throughout the contract term. Quoters must be registered in the County's Vendor Self Service (VSS) system before contract finalization, and any subcontractors must also be registered. Quoters must register with E-Verify and provide compliance certifications covering debarment, human trafficking, diversity and inclusion material prohibitions, and commercial non-discrimination. Delivery must occur during normal County working hours, and time is of the essence; missed delivery dates may result in order cancellation and procurement elsewhere.
The contract will be awarded to the lowest responsive, responsible quoter, and the County may reject any or all quotes or acquire goods through State of Florida contracts if lower pricing is available. Questions are due November 18, 2026 at 4:00 p.m., and e-mailed responses are acceptable. A separate attachment provides instructions for OEBO Schedules 1 through 4, effective June 17, 2025, which require executed Schedules 1 and 2 with bids to be deemed responsive for solicitations carrying an Achieved Participation Initiative goal.
