About this opportunity
The Town of Windsor, located in Weld County, Colorado, is seeking a professional consulting firm to update the Sign Code section of its Municipal Code, specifically Chapter 15 - Development Standards, Article XVII - Sign Regulations. The procurement is a Request for Proposal (RFP) for a comprehensive sign code revision, aimed at creating a legally sound, straightforward, and user-friendly regulatory document. The selected consultant will be responsible for developing a content-neutral sign code that aligns with the town's 2024 Comprehensive Plan, current federal regulations, and recent court rulings. Key deliverables include electronic copies of draft and final documents, with a project timeline spanning approximately 12 months and an expected completion date of October 31, 2026. The RFP was issued on September 2, 2025, with proposals due by September 26, 2025, at 3:00 pm MDT. The selection process will involve a detailed review by a Selection Committee, potential interviews, and assessment of the consultant's experience in developing land use, zoning, and subdivision ordinances.
The RFP does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. The Town of Windsor has allocated $75,000 in fiscal year 2025 for this project, with potential funding availability extending into 2026 subject to budgeting. The project will require extensive public participation, including workshops with key stake holders and work sessions with appointed and elected officials. The consultant will need to provide design standards for various development types and create quick reference tools within the sign code. While no incumbent vendors are specifically identified, the town seeks a firm with demonstrated expertise in municipal code development, particularly in sign regulations. The project will involve multiple phases, including a project orientation meeting, issue identification, code analysis, draft code preparation, and public hearings, with the ultimate goal of creating a comprehensive and easily navigable sign code for the Town of Windsor.
